How Much Obamacare Will Obama Care To Talk About?Tonight is the first State of the Union address since the main provisions of the Affordable Care Act took effect on Jan. 1, so President Barack Obama can be expected to talk about new benefits like the ban on discriminating against people with preexisting conditions and the availability of financial assistance for low- and middle-income health insurance consumers.
The first lady is hosting Kentucky Gov. Steve Beshear (D), who became a standard-bearer for Obamacare by not botching its rollout (like the federal government and other states did in October), and Amanda Shelley of Gilbert, Ariz., who gained health coverage under the law after being shut out of the insurance market because of a pre-existing condition. (For their part, Republican lawmakers, including House Speaker John Boehner of Ohio, are bringing guests of their own to highlight the downsides of Obamacare.)
Considering health care reform is widely considered to be Obama's biggest domestic policy achievement, and that the relentless political debate over the Affordable Care Act has partially defined his presidency, he actually hasn't devoted much time to it during his previous State of the Union addresses.
Last year, Obama devoted just 248 words to health care, or 3.9 percent of the speech, according to an analysis by The Advisory Board Co., a Washington-based health care consulting firm. The year before, he said even less: 70 words, or about 1 percent of his address. Not surprisingly, Obama's 2010 State of the Union remarks, which took place during the final round of the legislative battle to pass the bill, was heaviest on health care at 570 words, or 7.8 percent of the speech.

Obama's Recurring American Dream ThemePresident Obama will revisit an idea Tuesday he's talked about in his three most recent State of the Union addresses. It's about the American Dream.
"What I believe unites the people of this nation, regardless of race or region or party, young or old, rich or poor, is the simple, profound belief in opportunity for all –- the notion that if you work hard and take responsibility, you can get ahead," the president will say, according to an excerpt of remarks released by the White House ahead of his address.
In last year's address, he put it this way: "It is our unfinished task to restore the basic bargain that built this country -- the idea that if you work hard and meet your responsibilities, you can get ahead, no matter where you come from, no matter what you look like, or who you love."
In 2012, he lauded "the basic American promise that if you worked hard, you could do well enough to raise a family, own a home, send your kids to college, and put a little away for retirement."
And in 2011, Obama sounded a little more nostalgic about what he later called the USA's basic bargain.
"Many people watching tonight can probably remember a time when finding a good job meant showing up at a nearby factory or a business downtown," he said. "You didn’t always need a degree, and your competition was pretty much limited to your neighbors. If you worked hard, chances are you’d have a job for life, with a decent paycheck and good benefits and the occasional promotion. Maybe you’d even have the pride of seeing your kids work at the same company. That world has changed."

Obama Already Knows The Perks And Perils Of Ruling By Executive OrderAccording to excerpts released by the White House, President Obama's State of the Union address will center on his plans to rule by executive order in light of a stagnant Congress.
"Wherever and whenever I can take steps without legislation to expand opportunity for more American families, that’s what I’m going to do," Obama is expected to say, according to the excerpts. "America does not stand still and neither will I."
It's a theme familiar to education observers. Obama has already taken such steps in the field of K-12 education. The strategy was somewhat effective in the short term, but the ultimate result is a flimsy legacy that can easily be undone by his successor and angry congressional Republicans who decry Obama for overstepping the boundaries of his power.
After Congress failed to reauthorize the No Child Left Behind Act, the Bush-era law that rewarded and punished schools based largely on standardized test scores, Obama and Education Secretary Arne Duncan offered states waivers from the most cumbersome strictures of the law -- if they agreed to implement certain education reforms. The waiver process accomplished two things for the administration: politically, Obama could begin to provide relief to governors who said their school systems were crumbling under the weight of the much-derided law; on the policy end, it was a non-legislative workaround to get states to implement White House education priorities such as stricter teacher evaluations.
Forty-five states applied for waivers, and 42 have received them so far. Since the waivers were announced, though, as Congress moved to rewrite the law in fits and starts, the administration was criticized for expending little effort to negotiate the rewrite -- further imperiling his legacy in education.

I have worked on five State of the Union addresses, and they never get easier. The President starts thinking about this speech in late November, and each year, he would begin with a few bold pronouncements: “This will not be a laundry list!” and “This one will be shorter than all the rest!” By the weekend before, we’d be cutting furiously, fending off additions from the rest of the administration (and the President!) in a desperate attempt to keep this monster under an hour. Obama himself would clock consecutive 2 a.m. nights editing and revising. And if anyone’s looked at the White House Instagram feed lately, you’ll notice that Director of Speechwriting Cody Keenan hasn’t had time to shave a single hair from his face since late in 2013, and now bears a striking resemblance to Homeland’s Saul Berenson, a development that has left his girlfriend deeply concerned.

Billionaire green investor Tom Steyer and his NextGen Climate Action PAC will run an ad before President Barack Obama's State of the Union address Tuesday night calling for the rejection of the proposed Keystone XL pipeline."It's a sucker punch to America's heartland," says the ad, which will air on MSNBC before and after the president's speech. The ad argues China will benefit from the proposed pipeline, which would run from Canada's tar sands to ports in Texas. Chinese companies have made investments in the pipeline, it argues, and much of the oil will be exported after it is refined.

Most Exciting Part Of SOTU For Long-Time Congressman: Sitting With His BrotherRep. Sander Levin (D-Mich.) has been going to the State of the Union for the last 33 years. Is there anything exciting left about attending these things?
After a long, long pause, Levin finally responded.
"Getting to sit with my brother," he said.
Levin's brother is Sen. Carl Levin (D-Mich.). Every year, the two sit together. And every year, the two share notes throughout the address.
"We whisper about what's going on, what we like and what we don't like," said the congressman. And when they want each other's attention to make an observation, "We nudge each other like this," he said, elbowing this HuffPost reporter in the gut.

Republican lawmakers hoping to brandish their conservative credentials were lining up Tuesday night to tweet photos of themselves with Willie Robertson, a star of the A&E reality show "Duck Dynasty."
Willie is attending the State of the Union address as the guest of Rep. Vance McAllister (R-La.). Korie Robertson, Willie's wife, also is attending, compliments of Sen. Lindsey Graham (R-S.C.). Several conservatives posted pictures of themselves with Willie Robertson and said how honored they were to meet him.
Willie's father Phil was suspended from the show for making anti-gay remarks in a GQ article, but then allowed back after Republicans rallied behind him.

Christine Whitman (R), the only other Republican woman to ever give the State of the Union response, shed some light on the GOP's decision to tap House Republican Conference Chairwoman Cathy McMorris Rodgers (R-WA) to give the party's rebuttal to the speech on Tuesday."It's hard for me to phrase this politely. Sometimes Republicans think that just putting a woman up front means somehow that women are going to feel good about the party. It is not about the messenger. It's about the message," she told the Los Angeles Times in an interview published Tuesday.
"And until we figure that one out, while it's nice that we have a woman as a spokesperson, if the message itself doesn't get changed a bit, it's not going to work."

Tuesday night is the State of the Union address, and as is my wont, I'll remind you that the whole exercise is basically America's greatest Nothingburger tradition and that the oration is largely a dumping ground for microwaved sentimentality and policy proposals that have about a snowball's chance in Satan's crotch of being enacted by this House of Representatives in the next two years. None of which seems to subtract from the starry-eyed wonderment of the pundit class, who will use the speech as a vehicle for their traditional game of "Who's the savviest mope in the room?" one-upmanship. Sen. Lindsey Graham (R-S.C.) announced on Twitter that his guest for the State of the Union is Korie Robertson, a star of in the A&E television show "Duck Dynasty."
Korie Robertson is the wife of Willie Robertson and tweets at @bosshogswife. Conservative politicians rallied to the show "Duck Dynasty" after its star, Phil Robertson, made racist and anti-gay comments in a GQ magazine interview in December. Graham's invite seems to be part of that trend to try to capitalize on the show's popularity. He faces four Republican primary challengers ahead of the November 2014 elections.
